Description
Leduc County is seeking an engineering consulting partner to comprehensively review the East Vistas Special Study Area and amend the East Vistas Area Structure Plan to establish new future land uses. The consultant's scope includes water, sanitary, and conceptual stormwater servicing studies; conceptual local-road and transportation network design; a Transportation Impact Assessment; high-level cost estimates for off-site infrastructure upgrades; GIS and drafting support; and materials supporting public engagement and Council workshops. The County confirmed that the contract will be fixed-price, with a maximum upset limit of $150,000, and that the deliverables will progress through three phases as land uses are refined. The selected supplier must provide a completed three-page Submission Form, a detailed pricing fee schedule, evidence of a valid APEGA Permit to Practice, evidence of insurance coverage, and a proposal addressing corporate experience, project-team qualifications, and approach and methodology. The agreement is anticipated to continue through December 2027, with an option to extend through the end of 2028 for minor additions to scope. Addendum 1 changed the submission deadline to October 29, 2026, at 2:00 PM MDT and clarified that professional errors and omissions insurance must provide at least $1,000,000 per claim and in the annual aggregate; commercial general liability remains at least $2,000,000 per occurrence.
