Description
The U.S. Navy is procuring production and delivery of High Lift Adapter ADU-954/E with outriggers (P/N 4097AS265-1), ADU-952/E Push Up Adapter (P/N 4097AS200-1), and MHU-191 Munitions Loader (P/N 3992AS100-1) for U.S. Navy and Royal Australian Air Force requirements. The five-year contract will be a fixed-price IDIQ arrangement, with specified base-year quantities and option-year ordering ranges. The contractor must manufacture and assemble the equipment at its facility, provide proof-load certificates where required, serialize and mark the equipment, package it to specified military and international standards, and deliver accepted items to the designated U.S. and Australian freight destinations. Delivery is required within eight months after contract award. This is a total small-business set-aside. Award will be based on technical acceptability and a best-value tradeoff between price and delivery lead time, with price and delivery approximately equal in importance. Proposals must include exact part numbers and quantities, a delivery narrative or schedule, supporting cost and pricing data, labor hours and rates, material and subcontractor costs, overhead, other direct costs, and written bases of estimate. Certified cost or pricing data and the applicable certificate are required when the $10 million threshold applies. Offerors must also satisfy the stated NIST SP 800-171 and CMMC Level 2 requirements and submit the required DFARS 252.215-7009 checklist.
