Description
The U.S. Coast Guard seeks monthly user access and monthly line fees for the International Justice and Public Safety Network, formerly known as the National Law Enforcement Telecommunication System. The requirement includes back-end database access using dot-delimited, Web Services, and XML queries to access Vessel Identification System data structures within the Coast Guard Maritime Information Exchange. The access supports real-time criminal-background, warrant, and identity-vetting checks; rapid identification of individuals and vessels of interest; and point-to-point queries supplying Criminal History Record Information for active investigations. The notice identifies National Law Enforcement Telecommunication System, Inc. as the sole provider and requests written capability and qualification information rather than competitive quotations.
