The U.S. Navy's Fleet Logistics Center Puget Sound is soliciting a firm-fixed-price contract for 140 thermal silica pipe-cover insulation sleeves manufactured by Johns Manville Corporation or supplied by authorized distributors. The requirement includes multiple sizes and thicknesses, including 20-inch IPS by 4-inch thick sleeves and 1/2-inch, 10-inch, and 18-inch IPS sleeves with thicknesses ranging from 2-1/2 to 3-1/2 inches, all generally 36 inches long. The products must conform to MIL-I-2781, Type I, QPL-2781, and offerors must provide product specification sheets for technical evaluation before award. The solicitation requires a single award covering all items. Delivery is required on or before October 30, 2026, with commercial packaging, shipment marking, traceable freight, and delivery to the designated overseas receiving activity. The Government will evaluate technical acceptability, delivery date, price, and past performance, and transportation arranged through NAVSUP WSS is mandatory at no cost to the contractor. The contractor must be registered in SAM and provide its SAM-registered CAGE code, company size, contact information, and any exceptions to the solicitation.
