Description
The North Carolina Department of Environmental Quality, Division of Mitigation Services, is soliciting one or more standalone natural infrastructure flood mitigation projects to improve flood resiliency and provide measurable flood relief within the Cape Fear, French Broad, Lumber, Neuse, Tar-Pamlico, and White Oak River basins. Proposed projects must identify sites, property interests or easements, conceptual designs, anticipated flood-storage capacity and peak-flow reductions, permitting needs, and project phasing. The scope includes environmental and project screening; hydrologic and hydraulic modeling; property and easement acquisition; flood mitigation planning; permitting and certifications; financial assurance; construction; as-built surveys and drawings; operation and maintenance planning; and at least three years of monitoring, performance reporting, and repair. Vendors must demonstrate at least five years of relevant experience, including nature-based flood mitigation, flood modeling, stormwater controls, watershed-scale resilience planning, and applicable federal and North Carolina regulations. Proposals must include technical approach, pricing, corporate experience, project organization, references, and specified execution and pricing forms submitted through the Ariba Sourcing Tool.
