Description
The City of Green Cove Springs is soliciting professional engineering consultant services for Phase 1 of the St. Johns River Trail. The scope covers site and route feasibility analysis; boundary, topographic, geotechnical, and hydrographic surveying; engineering design and construction specifications; material quantities and construction cost estimating; environmental and cultural-resource review; regulatory permitting; title searches and opinions; submerged-land leases, easements, and riparian-rights acquisition; and coordination with the Florida Department of Transportation. The proposed shared-use, non-motorized trail is estimated at 3.5 miles and 8 feet wide, including approximately 0.5 miles on concrete pilings over water, 0.5 miles of boardwalk over wetlands, and 2.5 miles of Department of Transportation-standard sidewalk. The consultant must produce a construction bid package and complete specified boundary-survey and title-review deliverables supporting state-funded project documentation by April 30, 2028. Proposals are evaluated on personnel qualifications, similar-project experience and past performance, and the proposed methodology and staffing approach.
