Description
The City of Westerville is seeking statements of qualifications to establish a Vendor of Record pool for consultant design and engineering services supporting public improvements undertaken in 2027 through 2029. Potential work includes utility infrastructure studies and design; roadway, trail, sidewalk, streetscape, and mobility improvements; traffic studies and signal design; bridge maintenance recommendations and inspections; park planning and design; and general professional consultation, including surveying, cost estimating, exhibits, bid and construction documents, bidding support, and construction services. Respondents must identify the categories for which they seek consideration and demonstrate at least five years of relevant experience in each selected category, appropriate Ohio authorization and licensure, qualified personnel, and the ability to use in-house staff and/or subcontractors. Required submissions include a completed Transmittal Form with an introductory letter, a respondent-supplied Capabilities Statement, evidence of workers' compensation, general liability, and professional liability insurance, a 2027 fee schedule, and at least three completed projects and three public-client references for each selected category. The Capabilities Statement is limited to 20 electronic pages, with no more than two pages per category; the City typically requires general and professional liability coverage of at least $1,000,000 per claim and $2,000,000 aggregate. Selection establishes a Vendor of Record list but does not guarantee future work, which will depend on project needs and funding.
