Description
The City of Biddeford Charter Revision Commission seeks an attorney or law firm to provide legal advice on municipal law and best practices, review the current charter and comparable municipal charters, and recommend revisions. The selected counsel will translate the Commission’s policy direction into clear, legally enforceable amendment language, provide procedural guidance for the revision process, and review and certify the final proposed charter or amendments before submission to voters. Proposals must include a cover letter; the firm’s municipal and charter-related experience; resumes and qualifications of assigned counsel; a project methodology and timeline; contact information for at least three municipal references, including any charter revision work; and a fee proposal covering costs, billing policies, and research or administrative fees. Counsel is not expected to attend every Commission meeting; remote attendance may be used when needed, with occasional in-person attendance possible.
