Description
The City of Palm Coast is soliciting bids for upgrades to Water Treatment Plant No. 3 to increase treatment capacity from 3.0 million gallons per day to 4.5 million gallons per day. The work includes two new reverse osmosis treatment skids, cartridge filters, membrane feed pumps, a clearwell transfer pump, a concentrate disposal pump, chemical feed pump skids, replacement membrane units for existing reverse osmosis trains, and associated piping, valves, fittings, supports, site work, instrumentation, controls, and electrical systems. Substantial completion is required within 720 consecutive calendar days after the Notice to Proceed, followed by 30 additional calendar days for final completion. Electronic submission through the City's procurement portal is mandatory; mailed, emailed, and hand-delivered submissions will not be accepted. A mandatory pre-bid meeting is required, and bidders must sign, date, and return all issued addenda. A bid bond of at least 5% is required when the bid amount is $100,000 or more; the successful bidder must provide payment and performance bonds equal to the contract price and a material and workmanship bond equal to 10% of the adjusted contract price.
