Description
The Town of The Blue Mountains is seeking an independent value engineering review of 30% design reports for proposed Craigleith Wastewater Treatment Plant upgrades and associated linear wastewater works within an existing municipal right-of-way. The selected consultant will review design, technical, operational, cost, schedule, environmental, and approvals information; facilitate a multidisciplinary value engineering workshop; evaluate practical alternatives; and prepare prioritized recommendations. The final value engineering report must address capital efficiency, lifecycle value, constructability, maintainability, operational reliability, regulatory compliance, resiliency, and project delivery. It must also consider live-plant construction, treatment continuity, redundancy, operator safety, commissioning, integration with existing systems, utility conflicts, traffic management, property access, groundwater and dewatering, staging, restoration, environmental protection, and long-term maintenance access. The report is expected to include an alternatives register, preliminary order-of-magnitude cost and lifecycle implications, implementation requirements, risk assessment, and recommendations for subsequent design phases.
