Description
The United Nations Development Programme is seeking an individual consultant to design and develop Armenia’s Biodiversity Budget Tagging system and methodology and establish the operational, institutional, governance, reporting, validation, pilot implementation, and institutionalization foundations for its future integration into the country’s public financial management system. The work must align relevant BIOFIN analytical products, the BIOFIN Global Biodiversity Expenditure Taxonomy, Armenia’s Green Taxonomy, national biodiversity priorities, and the Kunming-Montreal Global Biodiversity Framework. Expected deliverables include a BBT Institutional Foundation Report; a Biodiversity Expenditure Architecture and System Design Framework; a National Biodiversity Budget Tagging Methodology with classification, tagging, attribution, weighting, reporting, and software-tool requirements; and a BBT Operationalization and Institutionalization Package containing workflows, guidance, validation and reporting templates, a pilot testing plan, draft regulatory provisions, and a sustainability and scale-up roadmap. The assignment is estimated at 70 working days and requires an advanced university degree or qualifying equivalent experience, at least seven years of relevant professional experience, demonstrated budget-tagging or public-expenditure experience, and fluency in English and Armenian.
