Description
The National Oceanic and Atmospheric Administration (NOAA) intends to award a sole-source, firm-fixed-price purchase order for land access to the National Marine Sanctuary of American Samoa (NMSAS), specifically Fagatele Bay. This access is critical for conducting law enforcement activities by the NOAA Office of Law Enforcement (OLE) and its partners, including the American Samoa Department of Marine and Wildlife Resources (DMWR). Currently, access to Fagatele Bay is only available via privately held lands. This contract will ensure consistent, unlimited access without delays or rejections from the private landowner, which is essential for effective monitoring, public education, and deterring/citing violations within the sanctuary. The landowner will provide access, maintain routes, and allow NOAA OLE PID to add a coded padlock to the gate for anytime access. The NAICS code for this requirement is 115310. The landowner is considered a large business. This is an unrestricted procurement.
