Description
Defence Construction Canada is seeking abbreviated proposals from qualified Inuit engineering consulting firms to establish a two-year source list supporting Department of National Defence requirements at various locations in Nunavut. Services include environmental site assessments; contaminated-site monitoring and remediation; infrastructure-related environmental compliance monitoring, audits, inspections, advice, conceptual designs, and Class D estimates; natural-resources consulting; designated-substance surveys; hazardous-materials assessments; and related specialties such as archaeological assessments. The source list includes professional classifications for environmental, geotechnical, natural-resources, risk-assessment, GIS, occupational-hygiene, project-management, and field-technician personnel. The procurement is restricted to Inuit firms registered and in good standing with the Inuit Firm Registry. Up to three proponents will be selected based on criteria including Inuit employment, training, subcontracting to Inuit firms, and offices or facilities in the Nunavut Settlement Area. The source list has a maximum estimated value of CAD 15,000,000, with individual commissions generally expected to range from CAD 200,000 to CAD 1,500,000 and no stated maximum commission value. Selected consultants must hold a valid Designated Organization Screening issued through Canada's Contract Security Program. Proposals must be submitted through the MERX Electronic Bidding System.
