The U.S. Army Corps of Engineers intends to issue a two-phase, firm-fixed-price Request for Proposal for the design-build maintenance and repair of Area Maintenance Support Activity 21 at Joint Base McGuire-Dix-Lakehurst. The project will repair failing facility components and extend the facility's economic life by 25 years. Work includes HVAC and electrical repairs, electrical conduit distribution repairs, interior wall removal and workspace reconfiguration, code-compliant lighting upgrades, fire alarm and suppression installation, exterior structural repairs, standing-seam metal roof replacement, and correction of life-safety deficiencies. Hazardous materials removed during demolition must be disposed of in accordance with applicable state and federal requirements, and the completed facility must meet minimum Department of Defense antiterrorism standards. The procurement will use a two-phase best-value tradeoff process. Phase I will evaluate past performance and technical approach, while Phase II will evaluate a design narrative, management plan, and price; Standard Form 1442 will also be required. The anticipated construction magnitude is $10,000,000 to $25,000,000. The contract is a 100% Total Small Business Set-Aside with a 1,095-calendar-day performance period from contract notice to proceed. The solicitation is anticipated to be released around October 30, 2026, with an approximate closing date around November 30, 2026; actual dates will be established in the solicitation.
