Description
The U.S. Navy's Submarine Electromagnetic Systems Program Office is seeking innovative technical solutions for next-generation Low Profile Mast (LPM) and Rotational Module (RM) components. The LPM supports all-weather and infrared imaging and radio-frequency processing for fleet submarines, while the RM rotates sensors within the mast and must be compatible with existing mast configurations. The effort is intended to accelerate design, development, demonstration, and prototyping, and may result in one or more prototype projects under an Other Transaction authority. The phased process includes Phase I White Paper and Placemat submissions, potential Phase II in-person pitches, and potential Phase III prototype proposals. Phase I submissions must address the proposed technical solution, company viability, cost estimates, schedule, data-rights assertions, business-status eligibility, and applicable requirements. The White Paper body is limited to five pages, with a separate title page, business-status certification, data-rights assertions, and completed Placemat. Phase I submissions must be transmitted through encrypted DoD SAFE; hard-copy or other-channel submissions will not be accepted. Restricted CUI materials require an approved Terms of Use Agreement, and Phase II materials may include classified information up to the Secret level.
