Description
The United Nations Development Programme seeks consulting services to develop Lebanon’s National Industrial Decarbonisation and Just Transition Roadmap. The assignment includes industrial diagnostics and stakeholder mapping; energy-demand and greenhouse-gas emissions modelling; decarbonisation pathways, scenarios, and technology assessments; and socioeconomic, employment, gender, and social-inclusion analysis. The consultant will also develop policy, governance, monitoring, and implementation recommendations, along with a financing and investment-mobilization strategy identifying investment-ready projects and financing mechanisms. The work includes stakeholder consultations, a validation workshop, and a national dissemination conference. Bid Bulletin 1 clarifies that UNDP has energy-audit reports for 12 industrial facilities available from project inception under data-disclosure conditions, and that the consultant will have access to national greenhouse-gas inventory data for 1994–2024. All deliverables are in English; Arabic versions are required for executive summaries, policy briefs, and stakeholder-facing workshop and conference materials, but not full reports. No travel is required; travel costs must be priced at zero, while local transport for national consultations may be included in the relevant rate. The contract duration is six months from signature.
