Description
The United Nations Development Programme is seeking an individual contractor to serve as a senior sustainable-finance expert for the GEF8 Biodiversity Finance Plan program in Mali. The consultant will lead implementation of the BIOFIN methodology, coordinate national experts and stakeholders, provide technical quality assurance, and work with government, financial institutions, private-sector organizations, NGOs, donors, and other partners. The scope includes policy and institutional analysis; biodiversity-expenditure analysis; financial-needs assessment; development of a national biodiversity-financing plan; identification and assessment of financing mechanisms; stakeholder workshops and consultations; project coordination; reporting; knowledge management; and preparation of policy briefs and related communications. The solicitation requires a French-language CV, a signed interest-and-availability letter, a technical proposal describing the methodology, and a lump-sum financial proposal with a detailed cost breakdown. The senior expert assignment is stated as 180 working days, with deliverables extending through 23 months after contract signature.
