Description
Fisheries and Oceans Canada is seeking contractors to deliver and coordinate its Stream to Sea Program for schools, independent schools, learning centres, community partners, and First Nations in the Parksville, Qualicum, and Comox Valley areas, including School Districts 69 and 71. Services include educator training, classroom and field-based salmon and aquatic ecosystem education, salmon egg delivery, classroom aquarium setup and maintenance, storm-drain marking support, community outreach, live salmon transport or spawning support when required, and fry-release coordination. The contractor must support approximately 40 classroom incubation projects, maintain equipment and participant records, coordinate with hatcheries and the Project Authority, and provide monthly, quarterly, annual, brood-summary, and other program reports. The initial contract runs from award through October 31, 2027, with two one-year option periods. Proposals are evaluated using mandatory experience, licensing, and vulnerable-sector background-check requirements, rated technical experience, and price, with a minimum technical score of 80 out of 135 points.
