Description
The United Nations Development Programme is seeking a consulting institution to verify Iran's compliance with 2026 HCFC consumption targets under the HCFC Phase-out Management Plan. The work includes reviewing national legislation and import/export procedures, licensing and quota systems, official import/export statistics, importer and exporter reports, enforcement mechanisms, and follow-up on prior verification recommendations. The contractor must reconcile import data with actual imports for a representative sample and confirm the satisfactory implementation of the national licensing and quota system. Required deliverables are an action plan, an interim draft verification report in English, and a final verification report in English, followed by responses to any queries from the Multilateral Fund Secretariat. The assignment is scheduled for four weeks, with deliverables due one, two, and four weeks after contract signature. The evaluation uses a cumulative method, with technical and financial components, and requires relevant monitoring and verification experience, ODS import/export knowledge, qualified personnel, and supporting corporate and project documentation.
