Description
The City of Spruce Grove is soliciting proposals for an engineering feasibility assessment of a new potable-water reservoir serving Spruce Grove and Parkland Village. The consultant will review existing pump, reservoir, pressure-zone, and distribution infrastructure; determine ultimate storage requirements based on projected growth; and evaluate reservoir size, configuration, location, interconnections, transmission infrastructure, expansion opportunities, and operational requirements. The work also includes recommendations for transitioning from and potentially decommissioning aging reservoir facilities, site-selection analysis, Class D capital cost estimates for servicing alternatives, implementation planning, risk assessment, cost-benefit analysis, technical memoranda, draft and final reports, and associated calculation files. Proposals are evaluated on project understanding and methodology, corporate experience and references, team qualifications, schedule, and fees. The response must be a single editable PDF submitted through the City's electronic bidding system.
