Description
The United Nations Development Programme is seeking an international individual consultant to develop Turkmenistan's National Biodiversity Finance Plan in accordance with the BIOFIN methodology. The assignment includes preparing a work plan; reviewing existing biodiversity finance analyses; identifying, assessing, and prioritizing at least 20 potential financial solutions; developing a draft plan; presenting results to stakeholders; and finalizing the plan based on feedback. The engagement is expected to require up to 86 working days from October 2026 through July 2027. Work is primarily home-based, with two three-day missions to Ashgabat. Required outputs include reports, a draft strategic plan in English or Russian with Excel calculation tables, a presentation, and final supporting documents. Applicants must demonstrate an advanced degree in finance, economics, or a related field; at least seven years of relevant experience; experience with similar projects and strategic financing documents; stakeholder-engagement experience; strong analytical and writing skills; and fluency in English and Russian.
