Description
The United Nations Development Programme is seeking one national individual consultant to develop Cameroon’s first National Biodiversity Finance Plan under the BIOFIN methodology. The work includes consolidating biodiversity-finance analyses, identifying and quantifying financing needs and gaps, evaluating and prioritizing financing solutions, developing a portfolio of priority solutions and Finance Solution Proposals, and designing implementation, coordination, and monitoring mechanisms. The consultant must produce a start-up report, multicriteria prioritization report, intersectoral synthesis note, validated financing-solutions portfolio, draft and final Finance Solution Proposals, and draft and validated National Biodiversity Finance Plan. The assignment is home-based with Yaoundé as the primary base, includes stakeholder consultations and validation workshops, and requires a relevant master’s degree, at least 10 years of experience in public finance, environmental policy, or sustainable-development finance, demonstrated strategic financing-plan experience, and fluency in French and English. The mission is scheduled for four months/30 days beginning November 1, 2026.
