Headquarters Supreme Allied Commander Transformation intends to procure contractor support for the Quantum Zero Beacon Project, a 12-month pilot deployment of quantum-safe cryptography within NATO operational networks. The work will demonstrate and validate a practical pathway toward quantum-resilient communications between NATO headquarters in Brussels and SHAPE in Mons, with related support at the NATO Communications and Information Agency in The Hague and potentially the contractor's facility. The scope includes program and stakeholder management; requirements and risk management; capability engineering, integration, and testing; cryptographic and cybersecurity expertise; quantum-threat vulnerability assessments; post-quantum cryptography implementation; security accreditation and operational validation; IT and communications specialist support; performance, interoperability, and migration assessments; and business-management support. The contractor will also develop quantum-safe migration roadmaps, policy recommendations, lessons learned, and demonstration activities. U.S. prime contractors and subcontractors must maintain an active U.S. facility, be approved for NATO Competitive Procurement, hold a Facility Security Clearance at Secret or higher, and obtain a U.S. Government Declaration of Eligibility. Personnel must be citizens of NATO nations and hold Secret-or-higher clearances with relevant training and experience.
