Description
The United Nations Development Programme is seeking a consulting firm to design and demonstrate a practical project-level monitoring, reporting, and verification system for municipal solid waste management. The assignment covers two pilot urban councils and includes assessment of existing waste data and institutional arrangements; development of an MRV framework, GHG accounting approach, indicators, QA/QC procedures, and reporting arrangements; and preparation of SOPs, data-collection forms, reporting templates, and recommendations for future national GHG/NDC reporting and climate or green finance applications. The contractor must develop and pilot an MRV tool or prototype, including material-flow and GHG calculations, co-benefit indicators, reporting, and a practical remote or automated digital component for data collection, transmission, processing, and reporting. The work also includes field consultations and demonstrations, six half-day training sessions, stakeholder presentations, and finalization of the framework and tool. The assignment is expected to last nine months, with a target start date of November 16, 2026, and requires a technical proposal, financial proposal, company and registration documentation, financial statements, project references, client performance certificates, methodology and work plan, and signed CVs for key personnel.
