The Department of the Air Force, 764th Enterprise Sourcing Squadron, has restored the full consolidated Turkiye Base Operating Support requirement after concluding mediation with the Turkish labor union, Turk Harb-Is, regarding a new two-year Collective Labor Agreement. The previously announced plan to descope approximately 175 full-time-equivalent positions has been cancelled. The requirement covers comprehensive base operations support functions at U.S. Air Force installations in Turkiye, including civil engineering, logistics, vehicle management, fire and emergency services, housing management, environmental management, and related support services. The scope restoration will require revisions to the Performance Work Statement, workforce and cost baseline data, and evaluation criteria. The Government is cancelling four associated local contract actions at Incirlik Air Base and expects a strategic procurement pause of approximately 90 to 120 days while it reconvenes its Acquisition Strategy Panel and revises the procurement strategy. A new milestone schedule and future procurement pathway will be published after formal approval. The updated workforce baseline includes a labor-category sheet mapping monthly direct labor costs to universal union labor categories. The current notice remains a draft presolicitation for industry review and does not constitute a formal solicitation or commitment to award a contract.
