Description
Charleston County seeks bids to resurface three county-maintained parking lots: Perimeter Center, Magistrates Court–East Cooper, and Awendaw Fire Station #6–Germantown. Work includes asphalt milling and resurfacing, localized full-depth asphalt patching, curb removal and replacement, traffic control, pavement markings, handicap symbols, and parking bumpers. Night work is required at the Magistrates Court–East Cooper location. Bidders must price all three lots; the County may award one, all, or any combination of them. The project is to reach substantial completion within 90 calendar days after issuance of the Notice to Proceed, with final completion within 30 calendar days after substantial completion. The solicitation requires a 5% bid bond and payment and performance bonds each equal to 100% of the awarded contract amount. A mandatory 12.2% Small Business Enterprise subcontract requirement applies unless the prime bidder is a certified Charleston County SBE, in which case the goal is voluntary. The scope also requires the prime contractor to perform at least 30% of the combined value of work, subject to the stated specialty-item exception.
