Description
The Virginia Department of Behavioral Health and Developmental Services is conducting a Request for Information to assess potential costs, procedures, challenges, and operating models for a pilot forensic unit at a private psychiatric hospital. The anticipated program would provide inpatient emergency treatment pending trial to individuals under criminal charge who are currently incarcerated, with patients housed in a separate, secure unit and transported by jail staff. Respondents should describe their proposed facility, experience with forensic and government populations, staffing and security model, medication management, clinical programming, reporting, licensing and regulatory compliance, implementation timeline, and anticipated challenges. Responses must include a cover letter, detailed cost estimate covering annual programming, per-bed costs, renovations, and year-over-year increases, and answers to the 19-question DBHDS questionnaire. The response is limited to 30 pages excluding the cover letter and detailed cost estimate. This is an information-gathering exercise, not a formal procurement or commitment to purchase services.
