Description
The Commonwealth of Kentucky Personnel Board is seeking individuals or organizations to provide independent hearing officer services. Duties include presiding over administrative evidentiary hearings and conferences, preparing findings of fact, conclusions of law, and recommended orders, and performing related quasi-judicial duties as assigned. Hearings may be conducted in person, by videoconference, or through a hybrid model, with assignments made on an as-needed basis. Multiple contracts may be awarded, with no guarantee of work for any awarded vendor. Proposals will be evaluated on legal writing, experience with Kentucky administrative hearing procedures and the merit employment system, employment-law and human-resources knowledge, impartiality, adjudicatory experience, availability, and interview performance. Compensation is a flat hourly rate of $200, with authorized travel reimbursed under Kentucky policy. The anticipated initial contract term is July 27, 2026, through July 6, 2028, with up to two additional two-year renewal periods.
