Description
The National Research Council of Canada requires a polarization synthesizer capable of deterministic, programmable generation and control of rapidly varying states of polarization for characterization and testing of polarization-dependent components. Mandatory requirements include C/L-band operation from 1530 to 1625 nm, an input power range of -38 dBm to +19 dBm, insertion loss of no more than 4.5 dB, switching times under 10 microseconds, polarization stabilization, programmable cycling up to 100 kSOPs per second, switching above 40 kHz with external electrical triggering, and integrated polarization analysis supporting up to 1 million samples at up to 1 MSa/s with 250 kHz analog bandwidth. The notice is an Advance Contract Award Notice identifying Keysight Technologies Canada Inc. as the pre-identified supplier for the N7786C polarization synthesizer under a limited-tendering, exclusive-rights rationale. Other suppliers may submit a statement of capabilities demonstrating compliance with all mandatory requirements. The equipment must include a one-year warranty with maintenance and hardware support and be delivered no later than March 31, 2027.
