Description
The United Nations Development Programme is seeking a qualified national NGO to establish or strengthen an integrated, community-based legal aid service model in Greater Tripoli, Libya, under its Strengthening the Rule of Law and Justice in Libya project. The scope includes legal consultations, mediation, referrals, safeguarding access to justice, public legal-rights awareness, coordination with rule-of-law stakeholders, and support for vulnerable and marginalized groups. The selected NGO must provide services through an accessible delivery model and reach at least 300 documented cases during the 12-month project period. Additional deliverables include establishing a paralegal structure with at least three trained paralegals; conducting at least six outreach and awareness activities; holding at least six local coordination meetings; engaging at least 12 university students or recent graduates in internships; establishing or strengthening a secure case-management and data-collection system; developing or strengthening at least one online communication or referral tool; training at least 40 local rule-of-law actors through at least two activities; and submitting inception, progress, and final reports. Legal aid must incorporate proportionate mental health and psychosocial support, secure referrals, data protection, safeguarding, monitoring and evaluation, and transparent technical and financial reporting. Proposals must include eligibility and qualification information, a methodology and implementation plan, management structure and key-personnel information with CVs, a project synopsis, RFI documentation, audited financial statements for the previous two years, and a technical and financial proposal within the fixed budget.
