Description
The Merced County Association of Governments is seeking one qualified consultant to conduct three Transportation Development Act triennial performance audits: one of MCAG in its regional transportation planning role and separate audits of the Transit Joint Powers Authority for Merced County (The Bus) and the Yosemite Area Regional Transportation System. The audits cover fiscal years 2023/24, 2024/25, and 2025/26 and must comply with applicable TDA requirements, California law and regulations, and the current Caltrans Triennial Performance Audit Guidebook. The work includes compliance reviews, evaluation of prior audit recommendations, performance-indicator analysis, functional reviews, interviews, findings and recommendations, and preparation of three draft and final audit reports. The consultant must provide project management, a detailed schedule, monthly progress updates, and coordination with MCAG and the transit operators. Draft reports are due by May 14, 2027, and final reports by June 28, 2027. The approved maximum budget is $42,000.
