Description
The New Jersey Department of Transportation seeks technical proposals from eligible, prequalified engineering firms for a three-year, cost-plus-fixed-fee term agreement. The selected consultants will perform concept development studies and general engineering support across the project delivery process, including data collection, field investigations and surveys, existing-conditions analysis, alternatives development and evaluation, preliminary preferred alternative selection, concept development reports, and supporting analyses and approvals. Potential project areas include bridge, safety, rockfall, pavement, and congestion projects. Technical proposals are evaluated on firm and team qualifications, project-specific experience, staffing and organization, and project approach. Required proposal content includes a letter of transmittal, certified-firm utilization plan, signed team commitment/certification, project manager and key staff resumes, an organization chart, a critical path model, and a project-approach narrative. The agreement expires three years after execution or when its maximum price/cost ceiling is reached. Twelve selections are planned; only firms meeting the stated prequalification requirements may submit.
