Description
The U.S. Army Corps of Engineers is conducting market research for a new 66kV electrical substation and frequency converter plant at Yokohama North Dock. The project is intended to provide permanent 60Hz shore power for U.S. military watercraft and includes a 14,359-square-foot main facility, conversion of high-voltage 50Hz power from TEPCO to 60Hz, electrical distribution lines, a disconnection building, special foundations, utility connections, paving, site improvements, exterior lighting, cybersecurity, fire protection, and anti-terrorism measures. The stated project magnitude is ¥7.5 billion to ¥15 billion. The agency is evaluating Progressive Design-Build and Integrated Design and Construction delivery methods. The contemplated two-phase approach would involve early contractor participation in design and preconstruction activities, including constructability reviews, cost estimating, value engineering, site investigations, supply-chain analysis, and collaborative development of the design, schedule, and cost. Participation is limited to firms physically located and licensed to conduct construction business in Japan, including firms holding a Japanese civil construction or architectural construction license. Respondents must describe relevant qualifications, past performance, collaborative delivery, high-voltage infrastructure, U.S. design-standard, defense-project, Designer of Record collaboration, pricing, and supply-chain experience.
