Description
The United Nations Development Programme seeks one national consultant to lead the development and finalization of a practical Manual on the Review and Handling of Legal Normative Documents under the EU Justice and Legal Empowerment Programme—Phase II. The consultant will research the applicable legal framework; prepare and finalize Parts I and III; integrate and edit Part II prepared by another consultant; incorporate stakeholder comments; and produce a final Vietnamese manual of up to 200 pages for legal officials and justice personnel. The assignment also requires a bilingual Vietnamese-English Summary and Introduction of approximately two to four pages. Deliverables include a detailed outline, a consolidated draft manual, and the final manual package. The work is home-based, with in-person attendance required for a technical consultation meeting and consultation workshop if required; no travel is foreseen. The engagement is for 36 working days from October 2026 through March 2027, with deliverables due November 15, 2026, December 15, 2026, and March 31, 2027. Applicants must meet stringent legal experience criteria, including a PhD in law or a related discipline, at least 10 years of relevant professional experience, relevant legal research and professional publications, experience developing legal or training materials, and English-language research capability.
