Description
The Bureau of Engraving and Printing is seeking one commercially available, internet-based global patent database subscription. The platform must provide full-text U.S. and international patent information, patent documents and images, foreign-language and translation capabilities, unlimited searching, HTTPS-secured browser access, original PDF documents, customizable reporting, and tools to annotate, categorize, tag, save, organize, retrieve, and rerun research. It must also provide patent analytics and visualization by characteristics such as classification, date, assignee, citations, and technology trends, along with data retention and backup, online training resources, and technical support. The quotation must describe the proposed commercial platform and its technical capabilities, licensing and user access, retention and backup practices, training, and support; provide product literature or other supporting materials as appropriate; identify applicable commercial terms or licensing agreements; and submit firm-fixed prices for a 12-month base period and four 12-month option periods. The Government will evaluate technical capability and price using a best-value tradeoff, with technical capability more important than price.
