Description
The United Nations Development Programme is seeking an individual consultant to support Mongolia’s sustainability disclosure regulatory framework. The consultant will conduct legal mapping of accounting, auditing, securities, banking, tax, company, state-owned enterprise, mining, and energy legislation; benchmark how four to six jurisdictions have adopted or endorsed IFRS S1 and S2 or equivalent standards; and recommend the legislative model best suited to Mongolia. The assignment includes drafting a submission-ready, bilingual amendment package for Mongolia’s Law on Accounting and related instruments, including a concept document, amendment text, comparative table, impact and justification note, explanatory note, public consultation plan, comment matrix, and enabling language for a national sustainability disclosure steering committee. The consultant will also prepare legal gap-analysis and benchmarking reports, briefing materials, and consultation support. The initial contract covers 45 working days over four months, with three deliverables due approximately five weeks, seven weeks, and four weeks after the preceding contract milestones.
