Description
The University of Massachusetts Amherst is seeking one or more vendors to provide liquefied natural gas supply and transportation for its combined heating and power plant. The scope includes pricing for monthly and winter LNG products, disclosure of LNG source locations, reliable transportation, delivery-route compliance, and the ability to deliver approximately six to eight truckloads per day during the December-through-March winter season. Vendors may bid on supply, transportation, or both, although UMass prefers one vendor for the complete scope. The initial contract term is July 2027 through June 2029, with three possible extension renewals through June 2032; deliveries are expected to begin in October or November 2027. Bidders must submit pricing, firm and personnel information, relevant project experience, references, subcontractor information, a proposed redlineable contract, and transportation operational documentation. Required portal submissions include the bid response sheet, bid table, a combined comprehensive proposal PDF, a certificate of insurance, and applicable certifications and representations. Successful vendors must obtain required permits and comply with hazardous-material delivery procedures, capture tank and equipment losses, and provide delivery guarantees or acceptable non-delivery penalties.
