This Sources Sought notice seeks businesses capable of producing and delivering UFGS-compliant hot-mix asphalt, tack coat, and prime coat for large-scale airfield rehabilitation at North Field, Tinian. Hot-mix asphalt must be delivered consistently at 100–240 tons per hour, typically 60 hours per week, with an estimated total quantity of 50,000–135,000 tons over approximately 18 months. The requirement also includes approximately 25,000–65,000 tons of prime coat and 27,000–75,000 tons of tack coat. Respondents must demonstrate production, logistics, and delivery capability, including equipment, materials, accredited and USACE-validated laboratory testing, job mix formula development, quality control, and delivery planning. The specifications require a central mixing plant, hauling equipment, material transfer vehicles, compliant aggregates and polymer-modified asphalt binder, and delivery to government paving equipment. Interested businesses are asked to submit a capability statement and complete the Sources Sought Questionnaire, including company information, CAGE code, UEI, business status, rough-order-of-magnitude pricing, lead time, past performance, delivery capacity, and proposed investment or teaming arrangements.
