Description
The City of Burbank is soliciting proposals from a qualified municipal advisory firm to support an anticipated approximately $150 million lease revenue bond issuance for its New Central Library and Civic Center Project. The scope includes financing assessment and alternatives, debt affordability analysis, financing structure and repayment recommendations, credit and market analysis, rating agency and investor preparation, coordination with bond counsel, underwriters, trustees, rating agencies, and other financing participants, review of financing and disclosure documents, bond sale and pricing support, closing assistance, meetings, presentations, and project management. The selected firm must also provide 36 months of post-issuance support after bond closing, including advice on debt-service obligations, bond covenant monitoring, continuing disclosure, debt-related reporting, investment of bond proceeds, cash-flow and expenditure planning, and arbitrage and rebate considerations. Proposals must include firm qualifications, at least three comparable municipal advisory engagements completed within the past five years, at least two for California public agencies, key personnel information and resumes, a technical approach and work plan, a mandatory fixed fee, hourly rates for additional services, and optional retainer pricing.
