Description
This is a Sources Sought notice for market research only, not a solicitation for proposals; no contract will be awarded from this notice. The Government is gathering capability statements from educational institutions that can provide secondary and post-secondary credit and non-credit instruction, degree programs, vocational and technical programs, student support, and National Test Center services for U.S. military communities in Europe. The draft Performance Work Statement describes delivery through in-seat, hybrid, virtual, and online formats, with on-site instruction and support at designated military installations. Institutions providing degree programs must hold regional or national accreditation recognized by the U.S. Department of Education. Interested institutions are asked to submit a capability statement addressing their overseas education experience, accreditation, program offerings, small-business status, mobilization time, access and work-authorization experience, and feedback on the draft requirements and potential contract length. The notice identifies two incumbent contracts and describes a potential phase-in period followed by a one-year base period and nine one-year options. The contemplated contracts are no-cost concession contracts, with tuition payments made through applicable tuition assistance or direct tuition payments; the Government does not guarantee enrollment or tuition funding.
