Montana State University System is soliciting proposals for a comprehensive, vendor-hosted, multi-user e-commerce and electronic payment system for its Bozeman, Billings, Havre, and Great Falls campuses. The solution must integrate in real time with Ellucian Banner and support electronic billing and payments, credit and debit cards, ACH and electronic checks, refunds, payment plans, student statements, 1098-T processing, text messaging, mobile payments, cashiering, online storefronts, donations, event registration, centralized accounts receivable, and non-student invoicing. The scope includes software, payment gateway and clearinghouse communications, installation, configuration, implementation, training, manuals, maintenance, and 24/7 support. The proposed system must be PCI DSS compliant, support applicable FERPA, NACHA, and EMV requirements, provide secure hosted infrastructure, disaster recovery, reporting and reconciliation, scalable multi-campus administration, and ongoing compatibility with Ellucian Banner upgrades. Proposals are evaluated on technical and regulatory compliance, administrative tools, functionality, training, maintenance and support, scalability, implementation experience, company experience, and cost.
