Description
Jackson Hole Airport Board is seeking a consultant to provide on-call financial consulting services on an as-needed basis. The scope includes capital planning and financing; airport revenue bond, FAA Airport Improvement Program grant, and Passenger Facility Charge funding support; enterprise financial analysis; financial planning and cash management; rates, charges, and cost-recovery analysis; and financial reporting and regulatory compliance. Potential work may support terminal upgrades, an ARFF station, treatment and filtration systems, snow storage, landside and parking improvements, equipment purchases, and general aviation facilities. Proposals must demonstrate airport revenue bond, federal AIP grant, and PFC funding experience. Required proposal content includes a signed cover letter, firm information and profile, organizational chart, project personnel and resumes, up to five similar project references with client contact information, a financial consulting services approach, and hourly rates. The agreement has an initial five-year term, with up to three additional one-year extensions, and services will be authorized through amendments, task orders, or scopes of work. The consultant must perform services through its direct employees unless subcontracting is approved by the Board.
