The U.S. Army anticipates establishing a Blanket Purchase Agreement under the OASIS+ Facilities Domain for comprehensive Base Operations Support services at U.S. Army Garrison Stuttgart. The scope spans contract management and administration; facility maintenance; Unaccompanied Housing and Army Family Housing maintenance; grounds maintenance; pavement, horizontal infrastructure, and traffic-sign maintenance; pavement sweeping; snow and ice removal; and integrated pest management. The attached package includes recurring and on-demand work for HVAC, plumbing, electrical, power plants, generators, elevators, roofs, doors, windows, housing turnovers, cleaning, lawn and landscape care, tree maintenance, leaf removal, trash and animal-waste stations, pavement and airfield maintenance, traffic markings and signs, winter services, pest control, preventive maintenance, and related reporting and work-order administration. Pricing is structured through firm-fixed-price schedules, unit prices, and complexity bands. The anticipated structure is one base period plus four option periods, but the notice is a presolicitation and does not request or accept proposals; final performance requirements, ordering procedures, and submission instructions will be provided with the formal solicitation.
