The New York State Energy Research and Development Authority is seeking applications for funding under the Offshore Wind Project Predevelopment Program. Funding will support project-specific offshore wind predevelopment activities intended to advance project maturity, mitigate development costs, improve project viability, support competitive offtake agreements, and maintain pathways toward financial close and commercial operation. Eligible applicants must hold legal rights to an offshore wind lease from the federal government and a controlling interest in the project within that lease. Applications are accepted continuously through December 31, 2029, or until available funds are fully committed. The notice states that umbrella agreements will have an initial three-year term with one option to renew for up to three years, followed by extensions as needed to complete remaining work.
