Description
The Capital Region Airport Authority seeks a commercial off-the-shelf, cloud-based financial management system to replace its existing premises-based platform. The system must provide integrated budgeting and general ledger functions; accounts payable and receivable; procurement; fixed-asset and depreciation tracking; lease management with GASB-related calculations; project and financial analysis; and year-end and internal-audit reporting. It must support cloud access, security controls, automated backups, Microsoft Excel data exchange, and applicable GASB requirements, with at least 95% of functional requirements met without customization beyond installation guidance and support. Proposals must include a system-capabilities response, an implementation plan, a timetable, costs for at least the first five years, references for at least three airport operators that installed the proposed system within the last five years, and completed Forms A and D. The proposal sections have stated page limits, with a total limit of 15 pages plus the required forms. The Authority plans to complete installation and configuration by March 31, 2027, and begin using the system on July 1, 2027.
