This Request for Information (RFI) seeks details regarding the management and operations of the Torrington Transfer Station, focusing on Municipal Solid Waste (MSW) and recycling services. The facility, previously operated by MIRA, is temporarily managed by the State of CT Department of Administrative Services. The Northwest Hills Council of Governments is exploring the possibility of acquiring and managing the facility beyond June 30, 2027, and requires information to assess its self-sustaining and cost-effective feasibility. Respondents are asked to provide pricing for services based on a tonnage range of 15,000-50,000 tons of MSW and 4,000-10,000 tons of recycling. Information on necessary equipment, such as tractors and trailers, is also requested, with the stipulation that MSW should not be stored on-site for more than 48 hours.
