Description
Utah County Human Services is soliciting proposals for an evidence-informed intergenerational poverty reduction methodology, an outcomes and community-network tracking database, County staff training and certification, and ongoing fidelity oversight and consulting. The selected vendor will support County-employed staff rather than provide direct program services. The methodology must address two or more generations, use human-centered design at the community level, support coaching and social-capital development, and produce measurable family- and community-level economic mobility outcomes. The database must support resilience scoring, phase-based progress tracking, network and relationship-quality metrics, data export for DWS-compliant TANF reporting, integration with the County's existing data and workflows, and specified privacy and cybersecurity controls, including multifactor authentication, encrypted storage, and documented access controls. The scope also includes annual fidelity reviews, corrective-action frameworks, quarterly program reviews, outcomes analysis, grant-reporting support, economic modeling, and staff certification maintenance. Vendor personnel must pass Utah Bureau of Criminal Identification background checks. Proposals must include the required pricing and non-collusion forms, qualifications and methodology narratives, implementation history and references, database and IT-compliance documentation, training framework, certificates of insurance, and background-check policy documentation.
