Description
The United States Air Force is soliciting packing, containerization, local drayage, and related transportation services under the Direct Procurement Method for Department of Defense military members and civilian employees. The scope includes inbound and outbound household goods and unaccompanied baggage shipments, local moves, preparation of personal property for shipment or storage, shipment documentation, custody controls, customs documentation, terminal coordination, and delivery or pickup at designated sea and air terminals. The contractor must furnish the required personnel, supervision, packing materials, wooden shipping crates, vehicles, equipment, facilities, and other resources unless specifically identified as Government-furnished. Amendment 5 replaces the prior price worksheet and transportation-priority instruction with revised versions and clarifies that outbound shipments are generally transported in wooden-crate configuration from the contractor's facility to the Government-designated receiving activity at the Port of Livorno, where final containerization is performed by the designated port contractor or Government service provider. The quotation must cover all CLINs for outbound, inbound, and intra-city services for a base year plus four one-year option periods, with firm-fixed prices in euros exclusive of taxes. The response must include the revised price worksheet, SF 1449, tax-relief form, signed solicitation and amendment acknowledgments, SAM registration proof, business and licensing documentation, warehouse information, DD Forms 1811 and 1812, cargo-liability insurance documentation, and evidence of two to three comparable prime-contractor household-goods packing and moving contracts completed within the previous five years.
