The Environmental Protection Agency (EPA) is issuing a Sources Sought notice to identify small businesses capable of providing comprehensive facilities maintenance and support services for all EPA facilities in the Research Triangle Park (RTP), North Carolina area. This includes maintenance and operation of facilities and infrastructure, design and fabrication of hardware, engineering documentation, alterations and repairs to buildings and systems, shop services, and routine preventative maintenance. The services also encompass electrical systems maintenance, electronic and closed-circuit television security systems maintenance, fire extinguisher inspections and maintenance, fire alarm and sprinkler system operations and maintenance, control systems, food service equipment maintenance, elevator maintenance, environmental compliance, snow removal, roadway and parking deck maintenance, chemical spill response, and engineering technician support. The anticipated contract will be a hybrid Firm Fixed Price (FFP) and Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base period of twelve months and four twelve-month option periods, totaling an anticipated sixty months. The NAICS code for this requirement is 561210, with a small business standard of $47 million in average annual receipts over the preceding five fiscal years. The estimated value for the construction portion is between $5,000,000 and $10,000,000 per year. Interested small businesses are requested to submit a capabilities statement package (no more than ten pages) including a company profile, number of employees, annual receipts, office location(s), UEI number, CAGE code, references for similar projects, and detailed evidence of specific capabilities in areas such as maintaining research laboratories (including CDC Bio-Safety Level II and AAALAC accredited), engineering research facilities, and computer centers. Respondents must also demonstrate experience with products containing recovered materials, understanding of environmental regulations, and provide proof of bonding capability. Information regarding small business status (8(a), HUBZone, SDVOSB, WOSB, VOSB) and SBA certification is also required.
