Description
The City seeks an operating partner to lease and operate a convenience grocery store in the Empresarial Resource Center at the Mix-Use James Lewis Apartments. The existing store space is fitted out with major equipment at no cost to the operator. The store should offer fresh produce, grab-and-go meals, medical supplies, household items, and other neighborhood-store goods; more than 51% of gross floor area must be devoted to these products, and no more than 10% to beer or wine. Lottery and tobacco sales are prohibited, and only commercially prepackaged food may be sold; on-site food preparation is not permitted. The store must serve both apartment residents and the general public. Proposals should describe the store concept and management approach, pricing and merchandising, customer service, staffing and training, payment methods, resident discounts, and employment opportunities for area residents. Respondents must provide qualifications and relevant retail experience, a financing plan, three years of financial records, and at least four references meeting the stated experience criteria. The initial agreement term is five years, with up to two additional one-year extensions at the City's option. The solicitation includes required SBE participation affidavits and requires a 20% participation guideline.
